At least eight Aquanita winners and a further 50 runners are likely to escape disqualifications despite VCAT findings that administrations of sodium bicarbonate were likely to have occurred at meetings where the runners participated.
Uncertainty surrounds which runners at those meetings received the administrations because text messages that referred to administrations didn't specify the horses.
Should Racing Victoria decide to apply for disqualifications, it would face the tricky task of trying to distinguish what races were run unfairly on occasions where VCAT deputy president Heather Lambrick said she was satisfied or it was likely "topping-up" had happened.
